The National Shattering Silence Coalition (NSSC) was born from the urgent need to address and correct the systemic neglect and discrimination that impede medical accountability for those with severe mental illness. We are a national network of families, clinicians, advocates, and people with lived experience — united around a single goal: ensuring that every American with severe mental illness has access to the same standard of medical care as every other serious disease.
Our Mission

NSSC advocates to improve the lives of those affected by severe mental illness—no-fault brain diseases—by removing systemic barriers to healthcare and driving change through grassroots education, collaboration, and policy reform.

A world where every life affected by severe mental illness is saved, supported, and able to thrive with dignity.

Our Framework

Establishing a National Standard of Care

A medical accountability framework designed to eliminate the $343 Billion annual cost of untreated severe mental illness by reducing reliance on correctional settings with treatment in medical facilities—shifting the national response to objective medical necessity.

"When we allow individuals with severe cognitive impairments to cycle through chronic crisis, we aren't protecting their freedom—we are abandoning them to a medical emergency. We stand for the fundamental right to receive treatment. Coordinated, involuntary care plans for individuals experiencing a severe neurobiological crisis are not a punishment; they are a vital medical lifeline that restores clinical stability, personal safety, and, ultimately, true autonomy."

We are built upon a distinct, three-pillar strategy that converts shared experiences into powerful, lasting change. Our success is rooted in how we organize people, resources, and policy advocacy to connect families to the clinical resources, legal tools, and peer support they need — and ensure the healthcare system that serves them is held to a medical standard.
Pillar One

Educational Awareness

The Medical Reality: We provide the clinical evidence base required to demonstrate the objective medical necessity of a National Standard of Care, ensuring our leadership teams have the tools to address structural service gaps.

By reframing SMI as a no-fault biological brain disease, we ensure our State Policy Directors, families, and advocates have the strategic resources necessary to champion timely medical treatment over systemic fragmentation.

Pillar Two

Community Collaboration

The Clinical Lifeline: We align a diverse network of non-profit organizations, medical professionals, and lived-experience advocates to replace systemic fragmentation with a cohesive care continuum.

By fostering these strategic alliances, we ensure that the symptoms of a biological brain disease are met with coordinated medical care rather than emergency rooms, jails, or homelessness.

Systems Accountability

Grassroots Action: We drive the local momentum required to turn lived experience into law and ensure a National Standard of Care becomes the operational baseline across the country.

We champion the legislative policies and clinical frameworks needed to provide a structural lifeline for vulnerable families, enshrining the right to life-saving healthcare in state law.
