He has a strong background in prosecutorial and law enforcement; while serving as a Deputy Chief in the Bronx District Attorney’s Office, he oversaw the development of the nation’s first accredited intelligence and digital forensics fusion center housed within a prosecutor’s office. He also built numerous cutting-edge initiatives to reduce overdose and improve outcomes for justice-involved individuals with serious mental illness on behalf of the district attorney. Additionally, as a former Senior Policy Advisor at the DOJ and in the White House, Carmen advised senior federal leadership on complex public challenges, with a focus on cross-sector strategy, violence reduction, and the critical intersection of criminal justice and mental health. He is a former civilian Assistant Chief of Police and a seasoned paramedic who served in a Washington, DC trauma center during the COVID-19 pandemic. Carmen brings a unique "frontline-to-federal" perspective to the SMI crisis. At NSSC, Carmen leads our national engagement strategy, focusing on developing specialized frameworks that bridge the traditionally siloed sectors of healthcare, jurisprudence, and public safety. He serves as our primary liaison to national criminal justice organizations, where he is architecting a national partnership to reform the prosecutorial response to Serious Mental Illness (SMI). Beyond specific initiatives, Carmen advises NSSC on national policy reform, leveraging his deep background in systems-building to further a unified National Standard of Care. Carmen is also the co-founder of The Rothschild Trust, an endowment dedicated to expanding global health and opportunity. |
