Michael Gray, JD, MUP

Michael Gray, JD, MUP, is an advocate, attorney, and coalition strategist with over a decade of hands-on experience championing legislative and regulatory reform for individuals living with severe mental illness and their families.

Michael has spearheaded advocacy, public policy, and political affairs at premier national and state organizations, including the Treatment Advocacy Center, NAMI Maryland, and NAMI Kentucky. Throughout his career, he has guided legislators, organizational leaders, and grassroots advocates through complex legislative processes—building successful bi-partisan campaigns across Capitol Hill and state houses in Maryland, Kentucky, Tennessee, Louisiana, and Maine.

A published legal scholar on mental illness treatment and civil commitment laws, Michael’s legal and policy analyses have been featured in major academic publications, including the University of Massachusetts Law Review, Seattle Journal for Social Justice, Oklahoma City University Law Review, Texas Tech Law Review, and Indiana Health Law Review. Holding both a Juris Doctor and a Master of Urban Planning, Michael brings a uniquely rigorous legal and structural perspective to modernizing state behavioral health systems and advancing a true crisis-to-care continuum.
